“王者承天意以从事，故任天下重器，必待贤圣然后能任之。任贤圣则天受之，任不肖则天夺之。故天有命，王者奉天命以正天下，代天行化，而贤圣者受命于天而能辅成之。”

"The king follows the will of heaven to govern, therefore, to take on the heavy responsibility of the state, he must wait for the wise and virtuous to be able to shoulder it. If the wise and virtuous are appointed, heaven will accept them; if the unworthy are appointed, heaven will take back the mandate. Thus, there is a mandate from heaven. The king obeys the heaven's mandate to rule the world justly, to carry out the will of heaven, and the wise and virtuous receive the mandate from heaven and can assist in accomplishing it."
